        I have updated the privacy profile based on previous discussion  on the list:

- Fixed typo in hyperlink in reference to hierarchical profile.

- Added hyperlink to the OECD guidelines reference.

- Made the sample rule non-normative and updated the section to use the 3.0 combining algorithm. Updated the confomrnace section accordingly.

- Removed empty section of non-normative references.

Since this changes the conformance section, I think we need another public review.
