Document Description: This is preliminary work commenting on possible directions to take. I recommend we use CXER everywhere except for CertificateSet and CertificateRevocationList, which will be DER with a BASE64 encoding. If that is agreed, I can produce clear standalone text for that, with a footnote saying how it could be formally specified using the anticipated Amendment 1 extensions.
