Interestingly, it's the XDI core spec that has hardcoded paths in it:
I see, it has:
<?xml-stylesheet type="text/xsl" href="">
where XDI binding has:
<?xml-stylesheet type="text/xsl" href="" href="http://xdi.org/xdi-spec-docbook/htmlruntime/spec-0.6/stylesheets/oasis-specification-html-offline.xsl">http://xdi.org/xdi-spec-docbook/htmlruntime/spec-0.6/stylesheets/oasis-specification-html-offline.xsl"?>
I checked the URL, it does reference an existing document.
The rest is identical in both specs AFAICT.
Can you try to use the XDI core link to see if it solves the issue you're seeing?
Thanks,
Hubert
Maybe it has some hardcoded paths for the stylesheets that only work on your machine?

http://www.oasis-open.org/docbook/xml/4.4/docbookx.dtd from frame with URL
http://xdi.org/xdi-spec-docbook/xdi/xdi-bindings-1.0/xdi-bindings-1.0-wd02.xml. Domains, protocols and ports must match. (xdi-bindings-1.0-wd02.xml, line 27)
