Subject: [xliff] whitespace-separated list
Regarding delimiters for list items... "Three pre-defined datatypes are lists (xs:NMTOKENS, xs:IDREFS, xs:ENTITIES). For all the list datatypes, the items must be separated by one or more whitespaces." source: "XML Schemas" by Eric van der Vlist. O'Reilly. p 41. These types are also available for DTDs, which is important if future versions of the XLIFF spec will continue to include DTDs as well as XML Schemas. Although this does not preclude using some other character (e.g., ';' or ','), it is clear that whitespace is preferred.
