I'm nearly finished writing an article about facilitating HTML language translation with Open Standards.  It is not specifically or exclusively about XLIFF, but XLIFF is obviously featured prominently.

 

I would very much appreciate peer review(s) of the draft.  Anyone interested in peer reviewing please let me know.  I will distribute the draft individually to TC member volunteers off list.
