Conformance section

Hi All,

While reviewing the changes for XLIFF 1.2.1, I discovered that in the
latest OASIS templates a section on "Conformance" is required in all
specifications.

The User Guide for OASIS templates says:

  "The OASIS TC Process requires that all specifications must include a
  separate section that lists a set of numbered conformance clauses, to
  which any implementation of the specification must adhere in order to
  claim conformance to the specification (or any optional portion
  thereof). For more information on writing conformance clauses or
  statements, please refer to the conformance guidelines documents."

The content of the Conformance section is the only piece missing in the
updated XLIFF 1.2.1 specs. Conformance rules must be defined and
approved by the TC before I put them in the specs.
