Hi all, this is to narrow down the point 4/ for the meeting today.
I formally propose to discuss and have ballot on the "Feature Approval Procedure"
This proposal was presented as part of the v0.3 Program Charter Draft in the last TC meeting.

Feature approval procedure

Features not listed here:
http://wiki.oasis-open.org/xliff/XLIFF2.0/FeatureTracking
will not be considered at all.

The feature tracking wiki comprises three sections. 1. Approved, 2. Under Consideration, 3. Discarded.

Section 2. Features under consideration is the default section: http://wiki.oasis-open.org/xliff/XLIFF2.0/FeatureTracking#Featuresunderconsideration.28notyetevaluatedbyTC.29

Features can be moved into section 1. or 3. only following a formal TC ballot.

Features can be proposed for ballot in a regular TC meeting by the listed Owner (Champion) or the TC Chair.

Owners must demonstrate to the TC not only the technical appropriateness of the feature but also explain what resources and timeframe is needed for elaboration and if those resources are available.

Only the Owner can suggest reconsideration of an item in section 3. And not sooner than 4 months after the item was placed in Section 3.

 

Approval of core features

Only features in the Section 1. Approved Features can be proposed for XLIFF 2.0 Core.

Otherwise the procedure is the same as feature approval.

Background:
I continue working on the Charter, striving to incorporate discussions and progress (not submitting  a new version for this meeting).
However, based on the feedback from the last meeting, I feel that the feature approval procedure is very important and that it probably should be formally approved separately, not waiting for the whole Charter that I aim to freeze shortly after the XLIFF Symposium.
