csprd03 #238 mustLoc and noLoc

CSPRD03 #238 addresses specification sections 5.8.5.7 mustLoc and 5.8.5.8 noLoc, plus references to these sections.

 

The ‘mustLoc’ and ‘noLoc’ attributes were removed from the specification with update 284 in July 2013. I propose to resolve the issue by removing all references to these attributes from the specification. I will implement this change pending any dissent before Monday.
