Subject: Provenance Data Category

Hi all,

As I'm trying to improve the implementation of the Provenance in Okapi, I'm wondering whether it is useful to allow them on file and
group elements.

Currently the mapping allow then on file, group and unit.
But the information itself is about who did the translation and proof of the target content, nothing else (right?).
If so, there are no real reason to allow it elsewhere than the unit level. My main concern is about implementing standoff notation
outside a unit: it's a major pain in the patootie: for example for streaming processors it may require you to do two reading passes
instead of one. So if that could be avoided it would be a lot better for implementations.

Just a though.
