In .the Section 'ITS data categories. "section" should be lowercase. Why is the second part 'restricted' to annotations? It would be simpler and more correct to say: "Conformant Agents MUST be XLIFF Conformant in the sense of XLIFF Application Conformance and also implement at least one [ITS] data category defined in the section 'ITS data categories defined in the ITS Module' or in the section 'ITS data categories that have a partial overlap with XLIFF features'."
