Its very rough (as you can see with the number of red ISSUE marks), and reflects one pass at a merging of two strawmen concepts. 

Its *very* important that you ask questions if you don't understand things. We make no representation that this document is consistent, and it certainly doesn't reflect any sort of consensus even among the folks contributing to it. 

Now go to it. Send questions/comments to the list. If you are raising a new question or issue with the document, please adjust the subject line appropriately (and compose new messages for new issues). That keeps the email archive somewhat readable.
