Good point. I think this point will end out going under the XDI topic in the
XRI Application section, because that's a key context where we're tackling
this issue. I agree that it certainly helps readers understand one of the
key value propositions of XDI.

One thing that we should add to the primer is:

How do you transform existing XML data to be XRI Addressable? 
How does that help you towards harnessing the benefits of XDI?

With the accelerating timeline and widening audience needing to understand
XRIs (especially as we go to an OASIS-wide vote), the importance of the XRI
Primer is escalating quickly.

To help move this work forward, following is a proposed outline for this
