This is one of four documents contributed as background to the ongoing debate on abstract identifiers, by the PILIN project http://www.pilin.net.au . It is a draft that will be published later this year on the PILIN 2 website. The documents reflect PILIN's orientation towards persistent identification, and may not match XRI's concerns; but they may be useful in giving another perspective on the debate. --- "Using URIs as Persistent Identifiers" (informally, "Why Not URIs?") gives background on the progress towards defining HTTP URIs as abstract identifiers, and sets out what additional policy and technical infrastructure is required to make a HTTP URI a persistent identifier. It can be summarised as "you can --- as long as you don't treat it as a URL."
