Very clear and concise argument for XRI 3.0 global cross references.  
However I'm having trouble with part three, "The Relative URI..." part

are you saying for example:

/hr
/budget

is the same as

/hr/budget

as a URI or as a URI path the XRI "path"? Because  it seems they are  
completely different "things".
