The answer seems to be yes for webfinger, no for OpenID.

The answer is #replace is fine for OpenID (or unnecessary), but there
appear to exist uses for #see-also. I would raise the question whether
#see-also implies include. If one is willing to pay the price of
pre-fetching all XRDs, then one can keep a list and reason about the
set of XRDs.

Until Dirk mentioned it this morning, I had forgotten about webfinger
use case. I think the answer is that some advanced processing is
required, I do not think it implies #include.
