As promised, and barely in advance of the telephone call, attached to this message is an HTML file containing information on the areas of discretionary error handling defined in the XSLT Recommendation using roughly the format described in my earlier message. This does not incorporate the additional discretionary behaviours outlined by David Marston yesterday, partly because of time and partly because I didn't want to put them in this format if this format is to be junked or changed. Everything about this document -- from the concept to what's included to the punctuation -- is open for discussion.
