Different problems ... there were two aspects of the web site not working.

There were permissions problems on the upload such that no upload was 
working at all, and the documentation for posting notification is incorrect.

I've just learned a few moments ago that we must not use 
"xslt-conformance-comment-help@", but "xslt-conformance-comment@", but that 
that requires subscription, which means a submitter cannot use "-comment@" 
until they subscribe to "-comment@".  This is an anti-spamming constraint.

We should document this on the new submissions page, and on the home page.
