  - any ideas for increasing membership?
    - Carmelo: could committee release tests untested? only a subset of 
number tests?  all tests?
    - please consider your opinion for an upcoming meeting
  - review of submission status
    - no submissions since our last meeting
    - David - observation ties with new membership - encourage either or 
both by determining makers of tools (composers, debuggers, transformers) 
and approach them through email to solicit participation
  - any concern at this time about serialization and encoding?
    - David - from off-line discussions with other members
    - XML encodings from each vendor may be different
    - could all be considered as discretionary
    - how can the committee reviewing the output
      - will have to trust the canonicalizer to produce correct output
    - David to post a position statement regarding serialization
