Officially create Conformance TC

I am requesting that the Conformance TC be officially created and
considered operational. There are several names on the listserver and
although many of these people have not answered the Call for Nominations -
there is considerable interest.  I have received the following nominations
as voting members of the TC

Mark Skall, NIST
Mary Brady, NIST
Lofton Henderson
John Evdemon, XML Solutions
Alfred Boseman, ATPCO

Lynne Rosenthal and Mark Skall will serve as co-Chairs of this Committee.
