It looks as though, for several reasons, we won't have a version
of the draft Tech Spec ready for public review until after the
face-to-face at the end of this week.  Given that the following
week is full of ebxml, we should probably aim for the week after,
which I admit is not the best time.

Sorry for the delay, but I think we'll have a better outcome.
