He's restricted only from casting a vote when his
vote wouldn't matter, as I read Robert's.  He's not
restricted from offering a motion.  Unless Jon
understands otherwise.

My question was who in each org communicates the
designation; that wasn't stated in the resolution,
and I fear that the matter will not be acted upon
unless someone is clear it's his responsibility.

I would expect it to be the person who handles OASIS
for each of the orgs, but I'm not sure what OASIS
calls that person.  For Commerce One, it's Bob Glushko.
