Still to be decided is the link to the help page and rel notes (unless this
*has* been decided...)

I agree that it makes sense to have the link to help for submitting on the
submission page. The pages themselves could continue to reside at
xml.org/registry/help/help.htm and a link could be placed on the submit
login page and other submission pages. Does this make sense? (Walter or
Michael would have to addfthese links as Jon is only able to modify the
pages on xml.org.)

My suggestion is that the link for rel notes should stay on the splash
screen, but certainly smaller than before; make it the same size and
location as the "contact registry admin" link at the bottom.
