AMQP BINDMAP Voting Member status update

At the end of the TC meeting on April 23, 2013 the following member changes are effective:

Allan Beck group role has been changed to Voting Member

AMQP BINDMAP now has 11 voting members of the 26 eligible members.

Not attending two consecutive meetings causes members to lose voting rights. Conversely, attending two consecutive meetings allows members to gain or regain voting rights.
