Subject: AMQP: Proposal requesting the change to the size of the StC


Hi,

 

As discussed at the Member Section meeting date the 13th of June, 2012, we would like to propose a change will see the reduction in the size of the steering committee.  The following email and linked document provides all the details with respect to the end state and the pathway to that end state.

 

This draft proposal now opens a discussion period which will be facilitated by Scott McGrath of OASIS.

 

Reduce the OASIS AMQP Member Section Steering Committee Size – Draft Proposal

 

Request

Reduce the size of the OASIS AMQP Steering Committee from the existing seventeen (17) members to eleven (11) members. 

 

Driver(s)

1.       Reducing the size of the member section steering committee has always been seen as a natural maturing process for the AMQP member section.

2.       Achieving quorum at steering committee meetings has been proving challenging and has been a little distracting when trying to conduct business.

We would like to use the election process as the tool to address the two drivers identified.

 

Member Section Rules of Procedure (ROP)

The current Member Section Rules of Procedure (ROP) states...... the Steering Committee shall consist of seventeen (17) members with two-year terms, staggered such that, during any given two years, the tenure of nine (9) members will expire during one of those years and the tenure of other eight (8) will expire during the other year, alternating throughout the lifetime of the Member Section. It is expected that this size will reduce as the key AMQP standards are delivered.

 

This proposal is raised in order to reduce the size to eleven and modify the Rules of Procedure (ROP) accordingly.

 

Proposal to Change the size of the Steering Committee - [This will be inserted into the Rules of Procedure and replace the section which states the MS has seventeen members]

The Steering Committee shall consist of eleven (11) members with two year terms, staggered such that, during any given two years, the tenure of six (6) members will expire during one of those years and the tenure of the other five (5) members will expire during the other year, alternating throughout the lifetime of the member section.

 

How will this be achieved?

The current profile of the member section steering committee has nine (9) members who have a further one year term remaining to serve, with eight (8) members who’s seat is either vacant or is due to expire.   We propose to remove six (6) of those expiring now members, thus allowing us to achieve the eleven member steering committee profile.

 

In order to achieve the desired mix of seats which have two year and one year terms, we would like to request that three members of those seats which still have one year remaining, resign and seek re-election.  In the event we do not receive enough resignations; we will select individuals to resign based on attendance at member section steering committee meetings in the previous twelve months.   The five (5) positions which are seeking re-election will be for positions offering a two year term.

 

At the end of the election process we will have satisfied the new proposal; eleven (11) members, six of whom will have a one year term, five who will have a two year term.
