I had a chat with the TC admin (Chet) about this. For now, let's simply put the descriptive text (as suggested in this issue) in place without the link (to the spec). That way, we have included what goes there and can add the link once the URL is known. When the permanent link is available, either the editors or Chet could update the front page material to add the link, depending on what stage the spec is in. Adding a permanent link to the Related Work section later on would not trigger a public review since it affects only the front page material which the TC admin is allowed to fix. Neverthless, we need to finalize the permanent link no later than Committee Specification approval (April 17).
