The PDF document is created from a LaTeX intermediate document generated from the XML source.  LaTeX has provision for adding line numbers however (as with similar line numbering facilities in popular word processing software) line numbers do not appear against text which is in tables or "diagrams".  

The presentation of the AMQP specification makes heavy use of tables for presenting definitional items, and as such the resultant PDF does not turn out to be as helpful as one might hope. The consensus amongst those who have reviewed the PDF with line numbers is that the effect is not worth pursuing.
