Some minor comments/questions:

Section 3.3 UPDATE: defined as all-or-nothing.
Maybe its an option to have two good
return codes all-done and partly-applied
since requestor can check result of
the operation from the response body.
Motivation: security restriction may disallow part of the requested changes
(or is partial application of the operation
a bad idea?)

Section 3.4 DISCOVER-MGMT-NODES: if
there are not any "other management nodes",
is this an error or (maybe preferably)
a good result with an empty list in the response?
