 - Split the container level dynamic router capability into two separate capabilities: one at the container level that says "there is a point to establishing links to me", and another at the source/target level that says that the advertised address is "attachable".

 - Split node level dynamic router capability into two separate capabilities: one that says the node is a passive switcher/correlator, and the other that says the node will actively route the reply.
