Looking at the spec, the way the paragraph is written "If an attempt is made to attach the link subsequently when it is not suspended, then the link can be 'stolen', i.e., the second attach succeeds and the first attach MUST then be closed with a link error of http://docs.oasis-open.org/amqp/core/v1.0/os/amqp-core-transport-v1.0-os.html#choice-link-error-stolen. "  does not actually make any explicit mention of separate connections - so I guess all cases of stealing should be treated in the same way.  However "stealing" within a single session should probably be a session ending error and not cause stealing.  Stealing between sessions may make sense, especially for the case of connection concentrators.
