All token buckets for all nodes that can theoretically exist, exist. They contain no token as the connection is started.  Expired tokens vacate the bucket. That simplifies a lot of the management stuff.

OK - so from above deleting a token named "foo" even if no token "foo" had ever been "put" would return an "accepted" return code.

A "rejected" outcome is therefore only likely if the message itself is ill-formed (e.g. the name property is missing)?
