Agreed.  The value-chain approach of dividing based on product or service
paths and establishing a community of interest for each plays an important
role with BCM.

You are right on target, with one minor modification.  The Value Chain white
paper is a Use Case of an independent method.  e-Gov is an application
domain, which is orthogonal to the methods applied to describe their
functions.

At the recent SecurE-Biz Summit, OMB, GSA and others applauded the Value
Chain approach as a means of vetting out the business needs and propagating
the new OMB FEA Reference Models.

So, in summary, Value Chains is not a domain, but a business architecture
method that compliments various technical architecture methods, frameworks
and tools.

I just re-read your WP earlier today.  As you say this is quite specific
to the GSA story - however - shows ideas for generating the
'Primer' I mentioned earlier to Bob.

So I think we write our technical spec's to the technical audience,
then do a couple of Primers - one is value-chain driven, the
other I'd suggest is eGov - and we can get help on that
from that team.  For the value-chain - would make sense
to pick someone like OAG to build that with and target that
audience.
