Goal is tools for better interoperability: clearer, quicker, easier
o Provide developers with tools to aid delivery, documenting and testing of solutions beyond XSD schema alone
o Provide extensible toolkit that can be customized easily
o Automate delivery of components for the publishing formal interoperability certification packages
o Leverage XML and open standards approach
