The demands we will face in the future is whether we can handle the following:

 

A supplier sends an offer to a public authority:

 

The offer includes:

 

- An envelope that may not be opened before a certain day, for example at. 12:00

- Metadata Tender information in UBL

- A zip file

- Structured Tender information in UBL

The attitude being tested: the whole envelope must be encrypted

There is an alternative approach to the envelope must contain:

 

Metadata - not encrypted

A zip file and / or structured information that must be encrypted.

 

Question 1) Is the metadata sufficient "not secret" to not be encrypted?

Question 2) How can one send encrypted data that first must be opened at 12:00 on a given day.

One could say that the key first is sent at 12:00 that day.

But it does mean that a supplier who gets cold feet can completely fail to send key, or he can send the wrong key.

 

What happens if the recipient is not able to open an offer with a key.

 

And subsequent questions: Can an envelope contain three different things and can they each be handled in different ways.

 

Can content to be routed differently?

 

I know something above is for a lawyer and something is for an IT expert.
