Subject: Next steps for the two Candidate OASIS Standards


Hi Kenneth, 

Now that the public reviews for the COSs are over, I am writing to go over the next steps for your Candidate OASIS Standards. 

The 60 day public review period for Service Metadata Publishing (SMP) Version 1.0 and Business Document Metadata Service Location Version 1.0 ended yesterday. I see comments were made for both, on the TC comment list and the TC list itself. 

So, following the steps in TC Process section 3.4.2 Public Review of a Candidate OASIS Standard (https://www.oasis-open.org/policies-guidelines/tc-process#cos-Submission-publicReview), here are the optinos for next steps. 

- First, please assemble a comment resolution log for each COS and send it to me so that I can load them to the /cos01/ directories for the specifications. 

- That, of course, means that the TC will need to decide what to do with the comments. Here are the alternatives: 

a) If the TC decides to make no changes to the current COSs, then you can request that I run a Special Majority Vote for the TC to approve continuing on with the OASIS member ballot to seek approval as an OASIS Standard. You can request that ballot using https://www.oasis-open.org/resources/tc-admin-requests/request-a-special-majority-vote-for-other-procedural-reqest

b) If the TC wants to make Non-Material Changes to the COSs to address the comments received, please notify me that that is your intended course of action. You will need to prepare the revised Candidate OASIS Standard and provide that revised COS to me along with a list of the changes made (you can do this in the comment resolution log), a statement that the TC considers the changes Non-Material, and a request to hold a Special Majority Vote to proceed with the membership vote on the revised COS. You can use the same ticket to request that vote.  

c) If the TC wants to make changes that are deemed material or substantive, that will require preparing a new Committee Specification Public Review Draft and proceeding to CS and COS again.  

Whichever way you all choose to go, let's coordinate the steps as you go along. I'll be happy to help with wording in tickets, the comment log, etc. if you like and of course answer any questions. Also, I'll be happy to dial in to your next TC meeting to discuss these alternatives if you like.
