Thanks for your comment, which I’m sharing with TC Administration (CC this email). The link appears to be correctly displayed in the authoritative (ODT) version of the specification, however, as you correctly points out, it has not been rendered in the HTML version nor in the PDF version of the document. The authoritative version is available here:

Chet, do you have an easy fix for this?

there is a very minor issue with

Section 2.3.2 – Two links that were already broken in previous version are wrongly printed in the newer one:

"The conventions for service details may be generic REST ones, or they may have a machine processable description ([] or the like), or have a data model for interaction that supports a system of URL conventions for access to data records [."
