We decide to add an version identifier in the URI.

Example: http://smp.domain.com/bdxr-smp-2/iso6523[...] ("bdxr-smp-2" is the version identifier for 2.x.)

We need to add governance information related to backwards compatibility and namespace. Kenneth to propose.
