The CCTS unqualified data types proposed for SMP 2.0 do not provide for a mandatory attribute.

I can address the need by creating a qualified data type with the mandatory attribute and use that.  We do not have the same "business semantic interoperability" objective with SMP and other vocabularies, so we have the flexibility of implementing qualified data types in schemas rather than only as business rules.

My comment today doesn't change the decision, but I wanted to record here a strategy for how we can address the need.
