Exchange Header Envelope (XHE)

It was noted that a quorum was present with 7 out of 8 voting members attending.

Does the TC agree to approve XHE 1.0 Migration and Implementation Guide Version 1.0 Working Draft 01 uploaded to https://www.oasis-open.org/committees/document.php?document_id=65417&wg_abbrev=bdxr as a Committee Note and designate the Word version of the note as authoritative?

Are we proposing only one binding or do we allow multiple bindings as we do in SMP? The proposed model suggests that only a REST binding is considered.
