Hi [~pvde], we've analyzed this in the TC and we agree with your conclusion. Luckily the examples are not normative, and "^.*$" should produce the same result as ".*". Also note that RFC 4848 specifically states that it is not required to perform a regex function. The URI field should always be used for U-NAPTR records.
The TC is currently working on an updated version of BDXL, which will solve problems such as this. We will plan an errata for BDXL 1.0 after that.
