Integration TC document repository.

Document Description:
This document is a first draft of a potential project to develop a sample
application ("reference implementation") of BIAS.  It is hoped that a TC
member or an academic institution may agree to take this on.  This would
validate our specifications, identify errors, and possibly identify future
enhancements in the process.  It would also result in sample code for
future implementers.
