During our meeting today [1] the TC approved CD-08 / PRD-03 of the B4P and WSHT 1.1 specifications [2].

On behalf of the TC and its editors, I'm pleased to offer Public Review Draft 03 for a 15-day review. Please note that we have incorporated comments received on PRD-02 to the satisfaction of the submitter, Mark Ford (MIT Lincoln Labs) cc'ed here. We are grateful for his valuable input. 

I trust you have everything you need to proceed to this 3rd (and we hope final) public review of these Committee Drafts.
