The real question is what was voted on and approved by the TC as CD08? While the TC may have approved certain changes, if they didn't make it into the draft that was approved they can't be added now without a new member review and successful motion to approve as CD09.

Since there's just one small change (from what I can see) if you could just summarize that single change I can just include that in the review notice rather than you having to diff the documents and having people review it only to think they're missing something ;) As soon as I get that I can get the review announced.
