What is the point of Suspend/Resume on claimed tasks?

I expect there is an issue around this topic, but I don’t yet know enough to formulate the issue precisely, so I’d like to start by asking a question of the TC.

 

What is the value of suspending a task that has already been claimed or started?

 

I can see some value in suspending an unclaimed task, since that is a way for an administrator to tell potential owners not to bother claiming it.  But for claimed and started tasks I don’t see any value.  Suspending the task does not affect any escalation deadlines or alarms for the task; or, it doesn’t seem to, based on the spec.  Clarifying this is one potential issue to be raised.
