These changes are fine by me. The OASIS template is vague on whether it wants anchored or explicit links, but I agree explicit makes more sense. The template also has quite a few unmatched tags (!) which I cleaned up when I did the first draft. I also re-ran your revised versions through my HTML formatter, update attached.

A few more edits (hope that's ok):
-- renamed files (removed "ws-" from bpel4people; added "-cd-06" to both
namespace files)
-- added HTML title
-- added version to subtitle
-- added hyperlinks to XML Schema files (*)
-- added full namespace URL to the text (not just the prefix which is not
meaningful by itself)
(*) I noticed that the XML Schema artifacts of SCA all have the "-cd-nn" in
their filenames as well -- I hope we can get by without that as it would
require changing all import/include statements inside all XML and specs
files as well.
Great that we don't need the RDDL stufff. One thing must be enabled when
all of the TC work is done: if someone enters a namespace URL in a browser
then the corresponding WSDL/XSD artifact should be loaded from the OASIS
site. However, I assume that is some OASIS mapping magic we don't have to
deal with (namespace have "/ns" while artifact have ".wsdl"/".xsd").

Introduction
This document describes version 1.1 of the
BPEL4People
namespace. It also contains a directory of links to related resources.
Namespace URI Versioning Policy
It is the intent of the OASIS BPEL4People Technical Committee
that the BPEL4People namespace URI will not change arbitrarily with each subsequent
revision of the corresponding WSDL or XML Schema documents but rather change only
when a subsequent revision, published in conjunction with a Committee Draft, results
in non-backwardly compatible changes from a previously published Committee Draft.
Under this policy, the following are examples of backwards compatible
changes that would not result in assignment of a new namespace URI:
- addition of new global element, attribute, complexType and
simpleType definitions
- addition of new operations within a WSDL portType or binding
(along with the corresponding schema, message and part definitions)
- addition of new elements or attributes in locations covered
by a previously specified wildcard
- modifications to the pattern facet of a type definition for
which the value-space of the previous definition remains valid or for which
the value-space of the preponderance of instance would remain valid
- modifications to the cardinality of elements for which the
value-space of possible instance documents conformant to the previous revision
of the schema would still be valid with regards to the revised cardinality rule
