Hmmm, What about the case when the superior is constructing an atom of work, and the subordinate autonomously returns READY before the superior has finished constructing the atom. The superior then sends further work (as part of the atom) to the subordinate and the subordinate should include this in the atom. In this case the superior would want to send PREPARE to the subordinate for the atom as it stands after this further work had been included... Also, given that responses can get lost, surely the reply to a repeated PREPARE may be different to the initial reply (which was lost) - for example the subordinate may have timed out or had the resources affected cancelled...
