[bt-spec] issues 7, 8 , 9

When I moved the issues list, I forgot to update the program that sends the
announcement messages. Consequently
the links in the announcement messages are wrong. The cross-reference in
issue 9 to an old message was even wronger, so
I've resent - but I still  had the link names wrong in the announcement (but
differently wrong). Ignore the first announcement of issue 9. Ignore the
links to the issues list and the spec in the messages for all of them.

The issue list itself (
http://www.oasis-open.org/committees/business-transaction/issues.html ) now
has all its link correct, I hope.

With luck the next announcement will get it right.  Sorry.
