Summary:
State tables should be augmented by state diagrams and more explanatory text.
Detail:
The state tables are particularly opaque, requiring much work to understand them (and, coincidentally, much more work to meaningfully comment).
Proposed Remedy:
Include state diagrams in the Draft in addition to the state tables. Review to ensure that the normative state diagrams are consistent with the normative state tables, and that the protocol machine is clearly presented.
