Description:
Is there anything preventing a Handle being the same as an Identifier? I know that the inverse doesn't make sense, but Handle-to-Identifier would appear to. 
 
Identifier is unambiguous in the scope of the Inferior, handle unambiguous in the scope of the inferiors of a particular Decider (i.e. the superior, for this transaction). The thought was that the handle would be quite short (in August discussions, Alastair propsed just an index integer - 1, 2, 3 ...). There's nothing to stop a Decider using the Identifier if ti wants to - it's probably unlikely the same one would turn up twice.
 
Or dd you mean at type level rather than value - that a handle could be of type Integer ?
