Summary:
Bindings need to state explicitly the format of the "binding address" component of their addresses - this should be a requirement in the binding proforma. For the SOAP/HTTP bindings, the format is a URL

 
This was discussed on the main list before the issue was created ([MSG=200110/98;start of thread] - Mark Little's original message doesn't seem to be in the archive). The following is a suggested solution: 
 
 
  in Carrier Protocol Binding proforma, add paragraph
 

Binding address format: This section status the format of the “binding address” field of a BTP address for this binding. For many bindings, this will be a URL of some kind; for other bindings it may be some other form.  

 

in SOAP Binding, add paragraph

 

Binding address format: shall be a URL, of type HTTP. 

 

In SOAP + Attachments binding, add paragraph 

 

Binding address format: as for soap-http-1 

 

In XML representation of Message Set, Addresses, in the informal XML , element btp:binding address, change "carrier specific URI" to "carrier specific address"
