If the autonomous decision is done "right", it will be persisted before (or atomically with) the decision is applied to the data/resources, and the inferior then sends back or confirmed - there is no hazard at that level.  There may be a contradiction, if the decision is opposite to the one higher up. So. yes, there may well be a hazard reported further up the tree (because there is an inconsistency), but not immediately because of the autonomous decision.
 
there will be an immediate hazard if the autonomous decision cannot be persisted - e.g. the "decision" has been applied before it is made, due to some erorr, or if the decision is forced to be partial (which is identical to the case above, just viewed from a differnent place).

Good question... I think it will be an hazard (if we define hazard as inconsistency in the transaction outcome) most of the time!
